The safe operation of oil refineries in the United States is under constant review. A 2014 report by The Hendrix Group, Inc. supports proposed legislation to strengthen Process Safety Management in California’s petroleum refineries.
Through Environ, the City of Richmond, California engaged The Hendrix Group to conduct a damage assessment review of a major refinery near the city after a piping failure and fire in an operating unit. The resulting report, Reliability Analysis of Modernization Project Changes, details findings on the potential risk of fixed equipment and piping failure using high sulfur content crudes if not reduced through various mitigation techniques, including Corrosion Control Documents (CCD) and Integrity Operating Windows (IOWs), as inputs into focused inspection programs.
The proposed legislation strives to implement the recommendations of parties involved in the investigation of the incident, including the Hendrix analysis, as well as other PSM elements that safety experts believe will improve the safe operation of refineries and reduce environmental impact.
