In 1992 OSHA promulgated Standard 1910.119 "Process Safety Management of Highly Hazardous Chemicals." The standard established requirements for the management of hazardous chemicals in processing and storage facilities. Paragraph (j) Mechanical Integrity, states that "Inspections and tests shall be performed on process equipment ..and inspection and testing procedures and the frequency of inspections shall follow generally accepted good engineering practices.." Risk based inspection has become the becoming the preferred tool by which "good engineering practice" is measured. Its use also reduces the potential for catastrophic equipment failure and provides the ability to efficiently allocate limited inspection budgets and personnel.
