As A-264 is an ASTM specification for austenitic stainless steel clad plate, without specific requirements for the carbon or alloy steel base metal, I would agree with your interpretation of the ASME UCS-66 exemption curve. However, if your were to further investigate what ASTM/ASME specification material was used for the base metal, you might be able to make a more informed decision.
