Could you please explane why 316 s/s corrosion resistance is said to be equal to 304 s/s after welding?

Probably what they meant was that the heat affected zone of the weld no longer has the corrosion resistance of 316 stainless. This is true. Passivation is critical on all welds. There are lots of ways to accomplish this, but the best results can be attained by cleaning the weld very well and then passivating it with one of the commercially available passivation products. The weld area will always be the weakest link in corrosion resistance.
