whether a SA516 gr.60 material can be certified to MR 0103 & MR 0175 based on the results of actual hardness & chemistry (acceptable as per MR 0103 & MR 0175)

Vinod Pahwa SA 516 Gr 60 is old designation. If measured hardness is less than MR 0103/MR 0175 latest guideline requirements and with accuracy of +/- 3% variation in hardness values , then it is OK.
