Using 17-4ph in medical instrumentation that get auto-claved, and rust is forming on surface. Parts were machined, heat treated, blasted and the passivated. Need to eliminate rust now and in future.

This should not occur if the passivation is good. If there is a lot of iron on the surface and you grit blast it you can "grind in" some of the iron and make it hard to passivate well. If it is done right you should never have any rusting. I assume that these are not castings. That is a different story.
